The Russian club, who are based in the Dagestan region, has already invested heavily this off-season with the signings of winger Yuri Zhirkov from Chelsea and play maker Balazs Dzsudzsak from PSV.
Anzhi also signed Brazilian World Cup winner Roberto Carlos in February and are attempting to make Cameroon forward Eto'o their latest big-name acquisition.
Moratti said Eto'o and the Inter board will now discuss the offer over the coming days.
"The offer can be described as interesting, intelligent and reasonable to the value of the player," Moratti told the three-time European champions web site.
"It is not up to me to judge whether it is indecent or not, but I can say that it is intelligent and values our player. Over the next few days we will assess it along with Eto'o and our directors."
Eto'o began his career with Real Madrid, before making a switch to Mallorca in 2000.
After four years and 54 goals with Mallorca, Eto'o moved to Barcelona where he won three Spanish First Division titles and the European Champions League in 2006 and 2009.
Eto'o became a European champion once more with Inter in 2010, as part of Jose Mourinho's side which also won the Italian Serie A title, and is the only footballer to win African Footballer of the Year four times.
